Bylaws of the Stillwater Parks and Recreation Bicycle Association

Article I - Meetings
|
- Meetings shall be run according to the Robert's Rules of Order or a reasonable facsimile thereof.
- A quorum at a regular or special meeting shall be not less that ten (10) members.
- The order of business at all meetings of the Association shall be as follows:
a. Call to order b. Roll call (only if necessary to establish a quorum). c. Reading of minutes of the previous meeting by the Secretary d. Treasure's report (usually no more that the briefest of summaries with a statement of the Association's current balance) e. Reports of other officers and committees (if any) f. Unfinished business g. New Business h. Program (if any)

Article II - Dues
|
- Annual dues shall be $5.00 per year for individuals and families to be paid to the Treasurer by June 1 of each year.
- No refunds of dues will be made upon voluntary or involuntary termination of membership.
- An entry fee will be charged at each event/race for participants.

Article III - Guests
|
- Any member or associate member may bring guests to Association meetings and/or functions. If any individual guest attends more than two meetings and/or functions in a single year, he normally would be expected to become a member or associate member.

Article IV - Duties of Officers
|
- The President shall be the chief executive officer of the Association and shall preside at meetings of the Association.
- The Vice-president shall perform the duties of the President in his/her absence and shall be Publicity Chairman.
- The secretary shall keep a permanent record of all Association meetings and activities, shall notify members of all regular and special meetings, and shall produce and mail all ballots.
- The Treasurer shall collect and disburse all money handled by the Association. The Treasurer shall keep a permanent record of fiscal transactions and shall provide a brief written report on Association finances at the end of his/her term.
- The track operator shall be directly responsible for the on going concerns of running the bicycle mx races on a weekly basis and shall answer to the officers.

Article V - Elections
|
- Members of the Association will beet to nominate and elect officers at the first meeting of the year. New officers shall assume office at the end of that meeting.
- In the event of a resignation or removal of an officer, an election shall be held at the next regular meeting.

Article VI - Association Finances
|
- Income of the Association normally will not be used to underwrite food and drink at social events.
- Association funds normally will come from dues, from gifts, and from sponsorship of events.
- Funds of the Association shall be kept in a checking account. The accounts of the Association maybe inspected by the Stillwater Parks and Recreation Board on request.

Article VII - Code of Conduct
|
- Members of the Association shall be expected:
a. To follow the rules of the event or sanctioning body. b. To wear safety equipment at all times. c. To refrain from using alcoholic beverages during sponsored activities. d. To use common sense and to practice courtesy while bicycling. e. To refrain from littering. f. To obey ordinances of the City of Stillwater that pertain to bicycling.
- Members and associate members of the Association shall be expected to report flagrant violations of the Code of Conduct to the Officers.
- In cases of conflict, rules herein shall be superseded by ordinances of the City of Stillwater.
- Failure to abide by the above Code of Conduct may be grounds for suspension or termination of membership.

Article VIII - Enforcement of City Ordinances and the Code of Conduct
|
- City ordinances pertaining to bicycling and the Association's Code of Conduct are similar in intent and normally will not be contradictory.
- Normally, enforcement of City ordinances pertaining to bicycling and of the Association's will bill be accomplished by Association members using reminders or applying moral pressure, in necessary.
- Police and/or rangers of the City of Stillwater may enforce pertinent City ordinances by means of reminders or by issuing citations.
- In instances where a citation has been issued, the matter will be decided by the appropriate courts.

Article IX - Use of the BMX Track Area
|
- American Bicycle Association sanctioned events shall take precedence over other uses of the Association track area.
|
|
Article X - Amendments to Bylaws
|
- These bylaws may be amended in the same way and by the same procedures as the Constitution.
